What makes the charging dock so unique is that the dock itself has an internal battery to power your 3DS. Once the dock is fully charged, you can recharge your 3DS anywhere on the go. No need to plug the dock into the wall to recharge your 3DS, once the internal battery of the travel dock is charged.

There are LED lights on the charging dock to indicate its power status. The charging dock indicates a 25% charge when 1 out of 4 blue lights are on, and a full charge once all 4 lights are on. The charging dock can then be unplugged and used as a charging dock for your Nintendo 3DS as well.
